По сообщению платежной системы, данная проблема была вызвана неисправностью маршрутизатора в дата-центре и в течении часа решена.
Хотя в свете последних событий (ddos-атаки на сервера Liberty Reserve и введение ими новой системы защиты от этих самых ddos-атак) выглядит как-то неубедительно...
